Comrades, despite earlier tragedies, it seems our Taliban comrades have yet to implement new safety measures:

BARA AKAKHEL: Eight militants including an important commander died on Saturday whilst making a bomb in the area of Bara Akakhel, Khyber agency, DawnNews reported.
According to the security sources, militants were engaged in making the bomb when the ID exploded. The explosiong killed eight people including important commanders Nazir Ahmed, Abdul Malik, Haji Toor

You need both motivation and brains to commit acts of terror. Usually people with the brains don't have the motivation, and people with the motivation don't have the brains. Case in point.

I'm not suggesting bureaucracy and government regulation could obliterate jihad bomb making but it could severely slow it up.
